Eric L. Qualkenbush

Eric L. Qualkenbush, is a member of the Spectrum Group, a consortium of former senior government executives located in the Washington, DC area.
Eric is an experienced former Intelligence Community senior executive with extensive experience leading large multicultural organizations through transformational change. He recently served as an executive in the government services contracting industry and specialized in guiding organizations towards business growth. He is an innovator who has created organizations and programs that deal with the worldwide proliferation of weapons of mass destruction, insider threat and competitive intelligence. Eric has lived and traveled extensively worldwide. He has managed congressional relations and multi-billion-dollar budgets for the CIA.

During his 25 year CIA career, Eric led the CIA’s principal training organization that conducts all aspects of the CIA’s training. He led the complete transformation of the office from a typical government bureaucracy into a for-profit business enterprise within the Federal government and pioneered the use of participative management techniques and knowledge management. Eric also led the office that created and managed cover arrangements for all CIA personnel and others in the US government. Eric conducted and managed undercover CIA operations in five overseas offices in Europe, Eastern Europe and the Middle East; he served as Chief of Station in three of these offices. During his CIA career, Eric conducted high-risk espionage and counter terrorism operations in the Middle East, Asia, Western and Eastern Europe, Africa, and South America.
Upon retirement from the CIA, Eric became Director of the University of Findlay’s (Ohio) Center for Terrorism Preparedness. He managed all aspects of the CTP program (which specializes in training first responders, law enforcement and others involved in combating terrorism) including setting strategy, program management and promotion of the program.
Eric served as leader and P&L manager of Veritas Analytics, a wholly-owned subsidiary of Camber Corporation. He also served as Camber’s Vice President for International Corporate Development where he built a successful program of direct commercial sales to foreign governments.
Eric is a member of the Board of Directors for BlackOps Partners Corporation, a full service Cyber Security provider.

David Bither

Mr. David Bither is Managing Director of ForwardTrace, LLC, an international risk mitigation company providing security and risk management services to commercial and government markets. David is a recognized Subject Matter Expert (SME) within the defense, aerospace and security industries with over 25 years leadership experience in strategic planning, business management and technology development. Prior to this, he served as Senior Vice President at Mav6, LLC, a systems integrator and technology development start-up specializing in design and engineering of analytic, situational awareness, and remote sensing systems. David managed strategy and corporate development for the company and was the senior Subject Matter Expert for C2 (Command & Control), sensors and situational awareness (SA) systems. Mr. Bither also co-founded and served as Chairman of the international Intelligence Surveillance & Reconnaissance (ISR) Technology Consortium (ISRTC), a group of 84 industry, academic and not-for-profit organizations focused on technology development of leading edge unmanned systems, communications, sensors and data analytics for the defense, national security and commercial markets.

Before coming to Mav6, David was a senior consultant at the Institute for Defense Analyses (IDA) and performed executive portfolio analysis with JIEDDO (Joint IED Defeat Organization). While at IDA, Dave provided threat analysis and served as AW (asymmetric warfare) ISR subject matter expert and systems architect for DoD (Department of Defense) sponsored studies examining the department’s emerging ISR requirements. At JIEDDO, he conducted project review of CIED initiative cost, schedule and performance risk and developing mitigation strategies. This included developing rapid acquisition processes for accelerating capability development and system delivery to users deployed worldwide.

Previously, Dave served as Vice President and Chief Technology Officer (CTO) with Stanley Associates, Inc. a large systems integrator headquartered in Arlington, Virginia. In this role, he managed the company’s Advanced Engineering & Technology (AE&T) portfolio and oversaw the development of C4ISR and Situational Awareness solutions for customers in the defense, homeland and national security sectors. Additionally, he was part of the corporate M&A team that successful acquired and integrated Morgan Research Corporation (MRC) and Techrizon, Inc.

Prior to starting a business career, David was a career Army officer serving in several operational, command, and senior staff positions. These included commanding combat units during the Gulf War, Senior Software Engineer and Project Manager at PM SATCOM and as Program Manager for the DISA’s Global Command and Control System (GCCS).

David obtained MS in Information Systems Technology from The George Washington University and BS degree for Regents College. He graduated from Harvard University’s Executive Studies program and the Defense Acquisition University’s Defense Systems Management College and is certified in both Systems Engineering and Program Management

Matthew McIntosh has extensive experience and training in the computer industry emphasizing entrepreneurship for over 30 years. Co-Founder of Cap’n Software developing and implementing the word processor “EasyWriter” for the Apple II and the IBM PC. Managed software development and sales teams with scheduled goals and attainable quotas. His business acumen includes writing marketing proposals, designing product presentations, producing sales materials, and creating competitive analysis.
